One in two Indian citizens has paid bribes in the last 12 months to get their work done, finds the latest ‘India Corruption Survey’ conducted by Transparency International India and LocalCircles.

The survey pointed out that over 50% of Indians paid a bribe in the last 12 months and that bribery is rampant in government offices indiscriminately.


The survey sampled 1.9 lakh respondents located in 248 districts across 20 Indian states.

Looking at the issue state-wise, Delhi, Haryana, Gujarat, West Bengal, Kerala, Goa and Odisha turned out to be the states where bribery reported between 0% to 49%, while Uttarakhand, Andhra Pradesh, Madhya Pradesh, Maharashtra, Chhattisgarh and Goa are the 6 states where bribery is 50 to 59%.

Eight states where over 60% instance of corruption are reported include Rajasthan, Punjab, UP, Bihar, Jharkhand, Telangana, Tamil Nadu and Karnataka.

Kerala is the only state which reported the minimum 10% bribery, while the maximum 78% has been paid in Rajasthan.

The survey revealed that the maximum bribery occurred during property registration, with 26% citizens voting for it. believed that they had given bribe for property registration.

The survey shows that top corruption-prone departments are Property Registration & Land Issues (26%), Police (19%), Municipal Corporation (13%)  and Transport Office (13%).

Cash remains the primary mode for paying bribes with 49.3% saying they paid bribes in cash in the last 12 months to get their work done. Followed by 42% who paid indirectly through an agent and 8.55% who paid in kinds of gift or favours.

While in 2018, 60% paid in cash while 38% paid through agent, the percentage stood at 64% (cash) and 34% (through agent) in 2017.

The results in the survey in sharp contrast to PM Modi's claim of zero tolerance on corruption, “Na khaunga, na khane dunga” (would not take bribes, nor let anyone do so).
