Report On Youth Development: India Ranks 122nd in 181 Countries

On Tuesday, the Commonwealth Secretariat published a report on the state of youth globally wherein India ranks 122nd in a list of 181 countries in its Global Youth Development Index. Since 2010-18, India has been among the top 5 countries along with Russia and Afghanistan where an assessment of areas like education and employment has improved their score by 15.74%.

The ‘Global Youth Development Index¾ 2020’ states that from 2010 to 2018, the Top 5 Risers were Afghanistan, India, Russia, Ethiopia, and Burkina Faso”. Slovenia, Norway, Malta, and Denmark are followed by Singapore in the Top 5 countries in the GYDI report.

On the other hand, Chad, the Central African Republic, South Sudan, Afghanistan, and Niger respectively occupy the bottom 5 places.

"Young people are indispensable to delivering a future that is more just, inclusive, sustainable, and resilient. By measuring their contributions and needs with hard data, our advocacy for their development becomes more powerful, and we are then able incrementally to increase the positive impact and benefits youth are able to add towards building a better future for us all,” said Commonwealth Secretary-General Baroness Patricia Scotland.

She also said that "our Youth Development Index is a vital tool which has already significantly enhanced our capacity to assess the extent to which youth are engaged to contribute beneficially in their societies, and empowered by enabling policies and tools”

Countries are ranked on an index ranging from 0.00 (minimum) to 1.00 (maximum) based on young people’s education, employment, health, equality, inclusion, peace and security, and political and civic participation. It considers 27 parameters including literacy and voting, which are used to estimate the state of 1.8 billion youth in the age group of 15-29.

It must be noted that data for preparing the GYDI was collected before the global coronavirus pandemic. This data is the basis for evaluating where youth are progressing or lagging, and what actions are needed on an immediate basis.

The Youth Development Index for 2020 shows that there has been a 3.1% improvement in the state of youth globally. The index reflects youth participation in peace processes and  their progress in education, employment, inclusion, and healthcare.

The global youth death rate has fallen by 1.6% while the prevalence of HIV, self-harm, substance abuse (alcohol and tobacco) has also declined by 2%, which has led to the biggest improvement of 4.39% in youth health. Sub-Saharan Africa has made the biggest gains in improving healthcare for young people.

The report also demonstrates that the situation remained stagnant for those who are unemployed and those without schooling, training, or occupation. It shows that progress has been made in terms of equality and inclusion, improved gender parity in literacy, and reduction of child marriages along with a decline in pregnancies in women under 20. And yet, the index reflects no progress when it come sot women’s safety and security.

The Global Education Score rose by 3%, of which South Asia had the biggest improvement of 16%. Peace and Security also improved by 3.41%, and consequently the number of youth dying due to obvious violence has come down. Somalia registered the biggest improvement in peace and security for youth, followed by Colombia, Sri Lanka, Eretria and Russia.

The Global Youth Development Index is based on several sources of data. This report was to be launched in 2020 at the Commonwealth Heads of Governments Meeting and was rescheduled to 2022 due to COVID-19. However, it has been released this year, 2021.
