The first day of the Winter Session of Parliament was marked by high drama as the Opposition sought to corner the government on farmers’ issues even as the three farming laws were slated to be repealed by the Farm Laws Repeal Bill 2021, which has now been passed by both houses.

While the government is seeing it as a follow-through on its commitment to repeal the law, it has also stated in the explanatory note to the Bill that “a group of farmers” was opposed to the Bill.


Meanwhile, several Opposition leaders, and prominently those form the Congress, have said that the government wants to sidestep discussion on other issues that have been consistently raised by farmers’ bodies, such as legal guarantee of MSP, justice for the 700 farmers who died during the year-long movement, and strong action on the Lakhimpur Kheri incident against farmers in which Uttar Pradesh Minister of State Ajay Mishra Teni is one of the main accused along with his son Ashish Mishra.

Congress leader and Wayanad MP Rahul Gandhi said that the “government does not have guts” to stand by its actions and it knows that it has done wrong. Similarly, Mallikarjun Kharge, the Rajya Sabha leader of opposition, has said that “we want a full discussion” and again raised the aforementioned issues of farmers as topics that could have been raised had the government allowed a discussion on the Bills.

In Lok Sabha, Congress’ Adhir Ranjan Chowdhury asked why there was no discussion being held on the Farm Laws Repeal Bill despite the fact that it had been listed under “Bills For Consideration and Passing”.

Despite the loud protests that lead to an adjournment in the middle of the day, the Farm Laws Repeal Bill was passed in both Houses. The Rajya Sabha session was chaired by Harivansh Narayan, Deputy Chairman.

Lok Sabha Speaker Om Birla also formally accepted the resignation of ex-BJP MP Babul Supriyo from West Bengal, who had tendered it in Octoer 19th.

12 MPs Suspended For “Unruly, Violent” Behaviour

The high drama in Parliament continued with the suspension of 12 MP’s, all from non-BJP parties. Six are from Congress, two from Trinamool Congress and Shiv Sena, and one each from the CPI and CPM.

Parliamentary Affairs Minister Prahlad Joshi moved the motion to suspend the MP’s for “indiscipline”. The text of the order is reproduced in the image below:

On their part, the Opposition leaders have stated that they will plan the next course of action to "resist the authoritarian decision of the Government and defend Parliamentary democracy". Their letter after the suspension for the entire Winter Session is given below:
