Prime Minister Narendra Modi spoke at the Heads of State Council meeting, the highest body of the SCO (Shanghai Cooperation Organization). He cited the Afghanistan crisis to show that radicalization is an issue that must be addressed.

He said it is important to reach out to moderate and inclusive traditions of Islam to counteract its influence. This is a shift from the domestic rhetoric of the PM and the party as the BJP is perceived to be distant from Muslims.
