Kerala's semi high-speed Silver line rail project is being touted as a mega project which will not only cut travel time from 12 hrs to 4 hrs but also help the state grow. But the primary project consultant Alok Verma says several key changes in the plan run the risk of making it a white elephant with an extra cost of Rs 40,000 cr. Sidharth Pandey reports
